    Must Realists Be Pessimists About Democracy? Responding to Epistemic and Oligarchic Challenges

    In this paper we show how a realistic normative democratic theory can work within the constraints set by the most pessimistic empirical results about voting behaviour and elite capture of the policy process. After setting out the empirical evidence and discussing some extant responses by political theorists, we argue that the evidence produces a two-pronged challenge for democracy: an epistemic challenge concerning the quality and focus of decision-making and an oligarchic challenge concerning power concentration. To address the challenges we then put forward three main normative claims, each of which is compatible with the evidence. We start with a critique of the epistocratic position commonly thought to be supported by the evidence. We then introduce a qualified critique of referenda and other forms of plebiscite, and an outline of a tribune-based system of popular control over oligarchic influence on the policy process. Our discussion points towards a renewal of democracy in a plebeian but not plebiscitarian direction: Attention to the relative power of social classes matters more than formal dispersal of power through voting. We close with some methodological reflections about the compatibility between our normative claims and the realist program in political philosophy

    Regulation of trophoblast beta1-integrin expression by contact with endothelial cells

    BACKGROUND: In human and non-human primates, migratory trophoblasts penetrate the uterine epithelium, invade uterine matrix, and enter the uterine vasculature. Invasive trophoblasts show increased expression of β1 integrin. Since trophoblast migration within the uterine vasculature involves trophoblast attachment to endothelial cells lining the vessel walls, this raises the possibility that cell-cell contact and/or factors released by endothelial cells could regulate trophoblast integrin expression. To test this, we used an in vitro system consisting of early gestation macaque trophoblasts co-cultured on top of uterine microvascular endothelial cells. RESULTS: When cultured alone, trophoblasts expressed low levels of β1 integrin as determined by quantitative immunofluorescence microscopy. When trophoblasts were cultured on top of endothelial cells for 24 h, the expression of trophoblast β1 integrin was significantly increased as determined by image analysis. β1 Integrin expression was not increased when trophoblasts were cultured with endothelial cell-conditioned medium, suggesting that upregulation requires direct contact between trophoblasts and endothelial cells. To identify endothelial cell surface molecules responsible for induction of trophoblast integrin expression, trophoblasts were cultured in dishes coated with recombinant platelet endothelial cell adhesion molecule-1 (PECAM-1), intercellular adhesion molecule-1 (ICAM-1), or αVβ3 integrin. Trophoblast β1 integrin expression (assessed by immunofluorescence microscopy and Western blotting) was increased when PECAM-1 or αVβ3 integrin, but not ICAM-1, was used as substrate. CONCLUSIONS: Direct contact between trophoblasts and endothelial cells increases the expression of trophoblast β1 integrin

This instalment is a roundtable assessing the problems and potential in the category of the Unbelieved and in its knowability. Space limitations prevented our following the rich avenues of further inquiry our extraordinary peer reviewers suggested, but we remain grateful, especially for their reminders of the complexity of motivations of historians who avoid the Unbelieved and their emphasis on the importance of humility as a historian's tool

    Grieving, Valuing, and Viewing Differently: The Global War on Terror's American Toll

    In March 2003 (the eve of Iraq’s invasion) the George W. Bush Administration reissued, extended, and enforced a Directive prohibiting the publication and broadcast of images and videos capturing the ritual repatriation of America’s war dead. This Directive (known as the Dover Ban) is exemplary of a wider set of more subtle processes and practices of American statecraft working to move suffering and dead American soldiers out of the American public eye’s sight. This is due, I argue, to dominant (Government and Military) bodies knowing, valuing, and counting generic soldier material as but a “precious resource” with which to fuel the GWoT. However, my investigation into the (in)visibility of suffering and dead American soldiers since 9/11 reveals that subordinate yet challenging American bodies could not be stopped from knowing, valuing, and counting American soldiers differently—in life, injury, and death. Indeed, regarding American soldiers as grievable persons, the challenging actions discussed in this article demonstrate how Americans were moved to demand and take the right to count and account for soldiers’ suffering and deaths in public and the very face of dominant bodies that “don’t do body counts”

    Drivers of Holocene palsa distribution in North America

    Palsas and peat plateaus are climatically sensitive landforms in permafrost peatlands. Climate envelope models have previously related palsa/peat plateau distributions in Europe to modern climate, but similar bioclimatic modelling has not been attempted for North America. Recent climate change has rendered many palsas/peat plateaus in this region, and their valuable carbon stores, vulnerable. We fitted a binary logistic regression model to predict palsa/peat plateau presence for North America by relating the distribution of 352 extant landforms to gridded modern climate data. Our model accurately classified 85.3% of grid cells that contain observed palsas/peat plateaus and 77.1% of grid cells without observed palsas/peat plateaus. The model indicates that modern North American palsas/peat plateaus are supported by cold, dry climates with large seasonal temperature ranges and mild growing seasons. We used palaeoclimate simulations from a general circulation model to simulate Holocene distributions of palsas/peat plateaus at 500-year intervals. We constrained these outputs with timings of peat initiation, deglaciation, and postglacial drainage across the continent. Our palaeoclimate simulations indicate that this climate envelope remained stationary in western North America throughout the Holocene, but further east it migrated northwards during 11.5–6.0 ka BP. However, palsa extents in eastern North America were restricted from following this moving climate envelope by late deglaciation, drainage and peat initiation. We validated our Holocene simulations against available palaeoecological records and whilst they agree that permafrost peatlands aggraded earliest in western North America, our simulations contest previous suggestions that late permafrost aggradation in central Canada was climatically-driven

    We have conducted three searches for correlations between ultra-high energy cosmic rays detected by the Telescope Array and the Pierre Auger Observatory, and high-energy neutrino candidate events from IceCube. Two cross-correlation analyses with UHECRs are done: one with 39 cascades from the IceCube `high-energy starting events' sample and the other with 16 high-energy `track events'. The angular separation between the arrival directions of neutrinos and UHECRs is scanned over. The same events are also used in a separate search using a maximum likelihood approach, after the neutrino arrival directions are stacked. To estimate the significance we assume UHECR magnetic deflections to be inversely proportional to their energy, with values 33^\circ, 66^\circ and 99^\circ at 100 EeV to allow for the uncertainties on the magnetic field strength and UHECR charge. A similar analysis is performed on stacked UHECR arrival directions and the IceCube sample of through-going muon track events which were optimized for neutrino point-source searches.Comment: one proceeding, the 34th International Cosmic Ray Conference, 30 July - 6 August 2015, The Hague, The Netherlands; will appear in PoS(ICRC2015
